Lists the MCP tools available to the authenticated agent. The mcp:read scope is
required. By default, a read-only token receives only non-mutating tools; tools that
create, change, or delete data are included only when the token also has the
mcp:write scope.
The credential authorizes an agent rather than a team, so the catalog is not
team-specific: a tool is listed when any of the agent's Sunburst teams permits it, and
each team-scoped tool takes a team_id naming the team that call acts on. Call
get_session_context for the teams this account may name.
