/api/v3/sunburst/interview/config/notification-rules

Replace the team's full set of custom check-in reminder rules (0-4 items) in one call.
Each rule fires once at offset_hours before ('B') or after ('A') the check-in due
time. An empty array clears custom rules, reverting the team to the default P/M/H/F
reminder schedule (subject to remind_agents_of_checkin_due).
